More than forty marine projects are in progress by the Hong Kong government (see Table 1) (Hong Kong Government, 2007), which include bulkheads, seawalls, foundation piles, docks, inspections, piers dredging and pipe work. The Civil Engineering and Development Department reported that there are about $168.7 million for their marine projects in 2006-2007 (Civil Engineering and Development Department, 2007).
